Ensures that collection activities are conducted in accordance with established laws, rules, regulations, and policies. Reviews presented issues and makes recommendations on processes and/or deliverables to staff. Performs analysis of internal/external department reviews to ensure accounts are being worked free from error and per established guidelines. Provides guidance and direction for the proper course of action to follow to recover debts. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provides managerial guidance and direction to the full range of activities involved in collecting revenue. Identifies negative trends and develops strategies for improvement. Develops policies and procedures for conducting the appropriate follow-up action on outstanding revenue with Third Parties. Monitors the review of claims data in order to identify patterns or trends and to ensure accurate billing in accordance with appropriate rules and regulations. Ensures that subordinate staff adheres to established guidelines and performance expectations which are clearly communicated through both formal and informal performance plan evaluations. Plans work to be accomplished by subordinates, establishes and adjusts short-term priorities and deadlines. Ensures that when appropriate, personnel actions are taken, including disciplinary and performance-based. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's or equivalent graduate degree. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
